National Quality Framework

The National Quality Framework (NQF) is a national system that regulates and assesses the quality of education and care services. It applies to most long day care, preschool/kindergarten, family day care, and outside school hours care services.
In 2022, Yandell Kindergarten was assessed across seven Quality Areas and received an overall rating of “Meeting NQS”. We were rated “Meeting NQS” in all seven individual Quality Areas.
The Final Notice of Rating details the rating level for each Quality Area as well as our service’s overall rating.

Starting Blocks
As part of national child safety reforms, all governments have agreed to publish information about 6 types of enforcement actions on ACECQA’s family focused StartingBlocks.gov.au website.

​Families are now able to view more information about regulatory activities on Starting Blocks, providing greater transparency about service quality and safety.

Updates include:
  • enforcement actions issued to services and providers by state and territory regulators in the past 2 years on search result listings, service and provider pages
  • new resources to help families understand the types of enforcement actions being displayed
  • a link to Australian Government Department of Education’s CCS enforcement actions register
This builds on the September 2025 updates to StartingBlocks.gov.au providing information about regulatory visits to services, providers, and conditions placed on services and providers. 

The 6 types of enforcement actions published on Starting Blocks are: 
  • Condition imposed 
  • Approval amended 
  • Notice of suspension issued
  • Compliance notice issued 
  • Emergency action notice issued 
  • Enforceable undertaking issued.

If there are enforcement actions issued for a service, it's important that the team there is ready and able to explain them to families. Both what they relate to, and most importantly, the steps the service has taken to remedy the non-compliance and ensure ongoing compliance..
